How much is the limit to issue a Form-C under CST Act 1957?

normally the C forms should be attached alongwith annual returns- so maximum time that can be taken is 1 year, I believe.
Some people issue C form at the time of assessment. Even if C form is issued late, I feel the date should be the normal date of issue of C form and not the actual date(after 5 years or so)
