There is no upper age limit and lower age limit is 18 years. yes, u can do this course with ur job also, subject to a 15 months training on the completion of the course.

Scope Abroad: Although Company Secretaries are in great demand in India, in USA, UK and other western countries the profession or the professionals do not find tailor made opportunities. This is because the Company Secretary course is based on the Companies Act 1956, which has its roots in the Indian legal and political system and does not have much relevance outside India. A qualified Company Secretary may however find employment opportunities similar to those available to Business Graduates in either USA, Australia UK or other European countries.

U can complatee your CS while doing continuing your IT Job. However, I guess CS wont of much use in an IT career...

Not only in India but also other developed countries like USA, Australia Uk etc. there is a great demand of CS professionals, CS is an officer in a company who not only the compliance officer of the company but he is also the Member of the Board of Directors, he can be a Director or Manager also.In India there is a great demand of CS professionals in companies. Even a qualified CS can practice as PCS and can earn alot like other professionals i.e.CA, Lawyers etc.

I think ur thought of doing CS is not a good idea if you really want to come to india then ur experience of usa is very useful here b'cox here a US return guy is like a masters so don't worry & came to india we all are here to welcome u.
