It is not mandatory but it is better to submit response sheets, so as to get a sneak peak into the macro picture of the syllabus.

Mr.Ankit do not misguide to say, it is a waste of time. The submission of response sheet, will help one to go through the study material, which is the main source from where questions are asked.
Scanners are not going to bail out.

Scanners are helpful to some degree but not fully. However my sincere appeal to students is to follow ICSI study material and guideline answer so as to be professionally literate. Scanners will make you regret at a later point in time, especially if your pursuing only CS course.
