Cs executive eligibility

Guys pls help me out I have a query regarding cs executive exam's eligibilty.

Just came to know that passing foundation is not necessary if one has passed graduation but i wanna know that whether an applicant can fill form for executive just before his/her final year(b.com) as in ca we fill result as awaited.
