what is limitation for credit note (time limit)plz clear me

As per Section 34(2) of CGST shall not be issued later than September following end of FY or Date of furnishing Annual Return , whichever is earlier

means we cannot raise credit note against invoice of last FY into this FY?

I have to issue credit note for invoice raised in Sep. 2018. can i issue credit note for sep.18 invoice in the month of Nov. 19
