It is approved only by the CA Council as of now. It is yet to be approved by the Central Govt.

Thanks for your reply.
But I came to know that within two weeks it will be approved. And below line from the message , in it what is the COUNCIL?
"The Council at its 306th meeting held from 7th to 9th June, 2011 had
considered the recommendations of the Group Constituted by the President, in terms
of the authority given to him at its 303rd Meeting held from 10-12 February, 2011 to
review entry requirement for Chartered Accountancy Course."

In my view it wont be approved in two weeks. The government takes usually a bit long time. Not only this issue, earlier the stipend increase issue is also pending with the Govt. from long period, which you might have known about it. Also in some meeting with Members, one Member has told it may takes 3months more. I read this info. in other forum in this site.
Council means there is a Central Council in ICAI institute which takes all decisions relating to the Profession, which comprises Senior CA Members and other Senior Officials nominated by Central Government.

Yes you can register. But govt. approval is pending.
