As per Notification 43/2017 CT (R) , Yes the Raw cotton purchase from Agriculturist is Under RCM .
yess but as per 29 january 2019 notification section 9 ( 3 ) & 9 (4) rcm is suspended until 30 september 2019 so RCM is not applicable in any goods
