I would like to convert from ipcc to direct entry scheme through degree to join articleship.
so kindly tell me the last date for joining the articleship to get final attempt in May 2019/ipcc attempt in Nov 2016

I am sorry to say but it is long gone. For being eligible for the aforesaid dates, the last date for getting registered was 31st January, 2016.
