A government contractor working with different states having different tin numbers required to be migrate to GST or not and service tax number also to be migrate or not

Government contractor can migrate only after exemption notification because some government supply are exempted which will be known after further notification under gst
My suggestion don't migrate now

Contracts attracting Service Tax/VAT today is likely to attract GST also.

In case of work contract related to construction activities, place of supply is the site where construction work is being done. As you are engaged in different states, you shall need GST registration in all those states.
