No it's blocked credit under section 17(5) to the extent of capitalization.

There is a case law of Safari retreats of Orissa HC which you can refer. The case is at present pending at Supreme Court

No it's block u/s 17(5) . Cannot claim till SLP filed against Safari case is pending before Hon'ble SC
