i am constructing my godown. Am I eligible to claim ITC on cement-TMT bars and other thinga use during construction period?

No; its under blocked ITC...

No Sir you are not eligible to claim ITC.

ITC on Works Contract is specifically BLOCKED U/s 17(5) of the CGST Act 2017.
