Is the selling expense paid by consignee to be calculated on sales made by him or quantity of goods received by him

please clarify your question in detail
Selling expenses eg. brokerage will be calculated on sales.
The question says that selling expense paid by the consignee is 20 per unit.....so should we calculate on sales or quantity received
