Confusion on levy of tax
If the tax rate is 28% will the state and central share the rate at 14% or will they levy 28% each?

works contract is considered as service as per Schedule II . AND EXCEPT RESTAURANT , ALL service providers are not entitle for composition .

yes composition scheme is available for contractor. Normal invoice will be prepared as you only need to give quarterly turnover amount.

Yes it will be always share equally. Refer Clause 7 of Sec 10 of IGST Act,2016
