we quote rate one of central govt research unit niolt for paper (Gst rate-12%) but their ask Concessional gst rate 5% as per notice no .45. is correct or not , in this notice no. 45, not cover goods of paper

Yes correct its 5% GST . As per Notification 45/2017 CT ( R) , Goods supplied to Public Funded Research Institutions the supplier will charge & Collect 5% GST
