If we pay for computer licence, have we liable to deduct TDS. If yes under which section?

Dear Deepak,
If the payment is just for renewal fess & doesnot involve any technical work like support, etc the u/s 194 C as contract otherwise u/s 194 J as a Professional, if it involves some technical work as well.
