can a composition scheme holder can avails tds to set off its tax liabilities

Composition Dealer has to pay fixed persentage of tax on Turnover , No ITC , No Set off .

But if government agency has deducted tds while payment then why not he can avail because he is already paying fix percentage in gstr

After accepting the TDS Credit in GST portal, it will credit the same in Electronic cash ledger.
Then you can utilize accordingly.
