If an assesse opts for composition scheme then is he required to pay tax on sale of exempted goods?

read section of composition levy where it talks about aggregate turnover which includes exempt supply

Section 10(1) which talks about composition scheme says that you have to pay GST at a particular percentage on "TURNOVER IN A STATE". Section 2(112) which defines "TURNOVER IN A STATE" includes "exempt supplies" also!
