Can purchase a composit dealer from an unregistered dealer or from other state?

Yes he can purchase but cannot sell

Composition dealer can procure goods from unregistered dealer as well as from other state.
He cannot do inter-state outward supplies.

You can purchase from intra-state composition dealer ony. But you can't claim ITC.
