Yes, composition dealer has to pay RCM if purchase made from unregistered person
No. There is no such requirement to pay GST under RCM for procurements from unregistered person. The requirement was only there from 01.07.2017 to 12.10.2017. There is no requirement today. It is applicable only for real estate industry.
