can a composition dealer purchse goods from other state apart from his registered state ?

No , composition dealer  can not  purchase form outside state .

but not allowed sale out side state

An interstate supplier of goods can't opt for composition. herein the meaning of word "supplier" is to be read literally. Obviously he can purchase coz then he'd be recipient and not supplier.
