Dear experts
One person under composite.. Filing upto march 2019. Now he like to change to Regular.
Can he apply for regular immediately now or after filing of Apr-june GSTR4.

no..form will be available once in a year...i,e in the month of march every year.

Yes , can opt for Regular any time in FY .
