Compliance related to Companies Act 2013

Hello Everyone
I am stucked with a query from a prospective client regarding the compliances of the Companies Act. I am explaining the scenario below :
Say Mr X and Mr Y started a company in 2015 and both were the directors in the company but unfortunately business didn't went as expected and they didn't comply with the returns and other compliances even till the 2021. And company is now dormant and Now Mr X wants to Start another company and wants to remove himself from the previous directorship and to become a director in the new company. So anybody can provide me the direction how to comply such critical matter?
