A belated return could have been filed upto one year from the end of assesment year
So for AY 2013-14 last date of filimg belated return u/s 139(4) was 31/03/2015.
Now obtain a copy of ITR-1 for 2013-14 fill the Physical return.
Log on to ur efiling website and take out a copy of 26AS and attach it to return.
Write a forwarding letter addressed to ur AO . Attach return and 26AS statement .
Is there refund. ?

You need to manually file the return for that year in response to the notice.

what if my salary is less than 5 lakhs?? am i exempt from filing returns??
i dont have a refund..

Then no need worry. But if you have tax credits - you need to prove it to the dept that you dont have further tax to pay. This will be clear to the dept only by filing return.
You need to Consume tax credits.
You have to show to the dept that Tax liability - Tax credits = 0
Down load the ITR-1 XL sheet utility for AY 2013-14 - fill it offline and see whether any tax liablility is there.
Go to AAykar Grahak Vibbagh --> AAyakar Seva kendra. Obtain physical form for AY - fill it . Attach 26AS and show it to AO/Inspector.
