You have to get it from a practising company secretary.

Yes it was Mandatory upto financial year 2013-14.

Compliance certificate is not mandatory for we filing E Form 66 but mandatory for the companies whose paid up capital is more than 10 lakh and up to 5 crores. Only a Practicing Company Secretary can give the same and only before the holding of AGM moreover before sending notice of AGM(This is for your undersatnding Anita as you ae a trainee right now and will understand the value of Compliance after you get the degree). Donot go for bad practice of obtaining the same after the AGM is being held. And i request the CS professional not to encourage such practice of giving the Complaince Certificate at this time when most of all the AGMs have been conducted.
