Yes if he doing Trading of Tobacco products can Opt for Composition Dealer

As per Section 10 (2) (e) and notification 8/2017 of CGST act you can not opt composition scheme for manufacturing of the following goods

1. Ice cream and other edible ice, whether or not containing cocoa.
2. Pan masala
3. Tobacco and manufactured tobacco substitutes

If you are a trader so you can opt.

you can opt for composition scheme.
