Compensation cess of imported coal on closing stock 31 june 2017

dear sir
I am trader of indonesian coal. 400rs per tone compensation cess passing impoters after 1st july in tax invoice.
Before GST my closing stock 3200 tone. In this stock importers not passing cess so i have no credit of cess.
now what i have to do compensation cess for closing stock sales
Can i sales closing stock without lavy compemsation cess???
