Yes you can appoint CS as a company's CFO. For More detail please check the designation of Company Secretary of Praj Industries Ltd.

Now under company act 2013 CS and CFO can not be the same person.

It is because CS and CFO both the designation has been brought under the definition of KMP. for which you have to fill form DIR 12 and MR1 return of KMP as well which will not be accpted and refelect error while efilling
