Companies registered as Startup, do they get exempted from registering under PF and ESI even if they cross threshold limit ?
What are other benefits they get ?

It is mandatory for startup company if they crossed threshold limit. With the SPICe+ form being effective, EPF Registration and ESIC registration shall now be mandatory for all the new companies that are to be incorporated through SPICe+ with effect from 23rd February 2020.
Thank you... if the company is registered in 2019 July then ? and if the Form AGILE is filed as don't want registeration for pf, esi and gst, then ?
Then there will be no problem, as Company was incorporated on July 2019, and AGILE was used then it is not required to Registration for pf, esi etc. companies that are to be incorporated through SPICe+ with effect from 23rd February 2020 they are required to register for pf, esi etc

Yes if threshold limit is crossed then it is mandatory
