Commissions for referring foreign accounting clientele

Hello,

I am involved in Kpo business in which I provide accounting services to my clients.

my question is if some one refer me for his company or his relatives account writing work (person who refers live in India) whether I have to deduct tds for same if limit of tds to be deducted cross,and if yes than at which %?
