Commissioner permission needed or not

I am a  manufacturer exporter.  For the last three years when exported, self sealing and self certification procedure is followed.  During the year, i want Central Excise officer's supervision while exporting time.  For which Commissioner's annual permission required or not, otherwise what are the formalities should be follwed when export.
