I am migrant from provisional ID issued under GST to composition levy under Sec. 10, with Stock (Maharashtra State) Rs. 5,00,000/- on 01/07/2017. There is no CMP03 form available for submission Please tell me how to clear off tax liability on this stock. please provide the answer as soon as possible.

my client was registered in Punjab VAT under composition scheme and now again he opts composition scheme. is he liable to file the CMP 03
and let me know one thing more as my client was registered earlier under composition scheme so he didn't receive any input tax credit than how to fill form purchases including VAT or Purchase and VAT separately.
