Is there any guidelines issued by RBI regarding closing of 9 banks such as ANDHRA, UCo, IOB, United bank etc and withdraw of Rs. 1000 only from account in coming six months.

That was for PMC bank customers only and not for any other banks. The limit has been increased to Rs. 10,000/-
It is for PMC Punjab & Maharashtra Bank only. The limit has since been increased to 40000/-
Banks you mentioned are not closed but they are being merged with bigger bank. The merger is under process .
