What does the symbol "<" appearing next to the grand total in the mark statement mean?

Clarification in the ipcc mark statement

< indicates PASS
But when I checked the centrewise results this symbol appears only against few people
'E' indicates marks obtained in an earlier attempt
'<' indicates passed under CA regulation 1988
