CLAIM OF TDS of FY 2016 17

Sir my uncle got 492925 rs as compensation for acquisition of his land for highway in FY 2016 -17 and TDS of Rs 49292 is deducted on same....But neither he claimed refund of TDS nor he filed his return for the same in AY 2017 -18. He is a farmer in profession...Can he claim the refund now in AY 2018-19.....if yes how......
