how to check whether form 23ac or any other form of a particular Financial year is already submitted with ROC

Go to View Public Documents:
https://www.mca.gov.in/mcafoportal/viewPublicDocumentsFilter.do
After filling details of company, you will get name of company. Then click its CIN to get list of documents filed.
