Chargeability

We are in the business of renting commercial spaces for several clients, every month along with rent we collect electricity charges from clients and remit to electricity companies, for some clients we collect fixed amount irrespective of units consumed and for others we collect Rs, 8 per unit consumed...my question is are we liable to collect GST on such collection of electricity chsrges...Thank you
