While changing registered office from one state to another, do we require NOC from all the creditors of the company ?
or there is some condition ?

You have to attach:
1)Copy of List of Creditors and Debenture-Holders of the Company having particulars of Name, Address, Nature of Debt, Amount Due, etc.
2)Affidavit verifying List of Creditors
But you have to servce notice of application to every creditors by speed post
