Change in Company Name in ROC
we have changed our company name and got the certificate from ROC on 4 Oct 2019, now issue is we have to raise billings for services for the period of Jul to Sep, can be bill the same in current date or what to do

Is the income pertain to it has been shown in GST returns filed for the period July to September?

You raise the bill of July to Sept in current time. Do mention in your invoice, the company former name.
You can mention the new Name in Invoice and can also mention the old name changed with effect from which date.
