Cess refund apllication

our dealer has input side cess credit of coal but not cess liability so can I try file refund application for cess paid at purchase side
?

No. Gst act allows only refund of "input tax credit" in certain specified cases. And as per section 2(62) which defines input tax, cess doesnt come within the meaning of input tax.
