our supplier is charging 40% of GST on the coca cola saying that 28% GST and 12% cess total 40%.
Actually the cess is charged on the tax amount but they are charging on taxable amount . please clarify

earlier service tax cess and income tax cess were charged on tax not on the taxable amount

No, A cess is different from the usual taxes like excise duty and personal income tax as it is imposed as an additional tax besides the existing tax.
