Can a CS in employment certify the Form ECB-2 ?
If no, then please tell where it is specified.

Yes, A Company Secretary can certify ECB 2 form.

CS in employment can certify his own company in which he is employing.
what about for other company?

For other company CA or CS in practice can certify
