can anyone tell me, what is the registration procedure, eligibility & requirements for starting an institute, which offers certification courses.??

i am sorry, but i think you didnt got my question... I am a trained professional in these fields, i am now opening an training (certification) institute for these courses, for which i want to know the registration procedure for my institute? i.e. where i have to get myself register, so that i can further issue certificate (Valid) to my students.
