can we apply for a certificate u/s 197, for TCS

NO, because as per section 197 , application for lower rate certificate of sections 192, 193, 194, 194A, 194C, 194D, 194G, 194H, 194-I, 194J, 194K, 194LA 94[, 194LBB, 194LBC] and195 can be made. TCS is covered under section 206C which is not covered above. However application can be made under section 206C(9)
Lower TCS:: A certificate for collection of tax at such lower rate than the relevant rate specified in sub-section (1) or sub-section (1C) can be applied by buyer or lessee u/s. 206C(9) of IT act.
yes any one can apply for the same, but is your tax liabilities are lower than TCS
