No, there is no requirement for a certificate from service receiver to service provider.
The liability of the two persons is for their respective amounts and is not influenced by the compliance or lack of it by the other side.
Ensure the invoice given by the service provider complies with rule 4A(1)(i) to (iv) ST rules 1994.

The Provider and Receiver are individually and separately liable. No effect of non - compliance by one for the other.
Credit can be availed if eligible by the receiver on the presumption that tax paid as long as the same indicated in a valid invoice.
