Has it become mandatory to obtain Certificate of Commencement for a Private Limited Company as specified in The Companies Act, 2013 and
The date from which the specified provision has become applicable ?

No certificate is required now. As per Sec.11 (notified from 1.4.2014), company is required to file declaration in form INC.21 before commencement of business.
