Yes in most of the Cases the Managing Director is the Whole Time director and he is termed as CEO of the Company.

YOu may directly apoint a WTD, in a single resolution appoint as director and resolved further that he would be the whole time director and salary etc., if any.

Yes CEO can be appointed as the Whole Time Director of the Company. Bt he shall also sign the Balance Sheet of the Company as per the provisions of Section 134 of the Companies Act because as per the Section if CEO is the Director, he would have to sign the Balance Sheet of the Company
