Dear Kaushal,
Form " c" is used for the interstate sales transactions, it is issued on a quarterly basis.
Please mention your state so i can give a link or further clarification for the relevent state law.

You can go to thier site www.vat.maharashtra.gov.in for the Links, you can apply for the issue of the Form "C" by online basis, by registering with the authorities of sales tax.
For further clarification you can go to Mazgaon Vikrikar Bhavan, Ground Floor Central repositary services or go to BKC sales tax office.
