Is there any limit in turnover last year for surrendering central excise registration in this year

@ Babu, if you are in the process of closure of your mfg activity, then you can surrender your excise registration. Else till the date of surrender, you will have to file Nil return.

once registered, you have to continue, unless your manufacturing activity goes zero.
again under transitional provisions, when Excise would get converted to GST, you can cancell your regn, provided any input credit would get lapsed.
