Hi rajat....
even i couldnt locate instruction 1671 by CBDT...
bt i can point out a case in which instruction under 1671 issued by CBDT were called baseless and that case is Ruby Builders vs Income Tax Office ....
I hope u may find instruction 1671 over there....
