can we generate cash invoice above 10000, be it interstate or intrastate?

Yes, But not above 2lac , And Your buyer must be end user otherwise it will create problem for ur buyer

it is buyers liability to pay via banking.
so u can issue but inform your customers about that fact if they are not comsumers
